But, unfortunately we find that before

According to UP Environment Dire ctorate, together with the loss of habitat. nearly 134 species of plants and 133 species of animais are threatened with extinction in our country.

Of course, there is no denying the fact that the Government has already initiated a few ambitious programmes, SU cessful implementation of which would go a long way in nature conservation and in ensuring ecological security.

Take, for example, the identification of 12 areas of 12 areas in different bio-graphical regions of the country for declaration of biosphere reserves. These reserves, as experience of other countries shows could play a very beneficial and significant role in preserving flora and fauna and thus in warding off the effects of environmental pollution on nature.

blems in our country. Official statistics show that the country has lost nearly 3.4 million hectares of forest lands to dams, crop lands, roads and industries between 1951 and 1972, which means an annual rate of deforestation of about 0.15 million hectares,

Octroi

The All India Council of Mayors at its conference in New Delhi on July 17 strongly opposed to abolish octroi which

was major source of revenue for local bodies. In a resolution adopted of the conference it said that octroi was the only flexible source of revenue which helped the civic bodies to meet their day today expenses. The council had repea tedly represented against the abolition of this tax but the "Council regrets that illinformed criticism of this tax continues to be made".

Supersession

The council criticised the supersession of the Municipal Corporations for an Indelinite period sometimes on most frivolous grounds "At present 42 Corporations out of 72 are superseded".

Lady Mayor

Mrs. Sandhya Chatterjee of Chander nagar. West Bengal was the only woman Mayor participating in the 10th Joint Meeting of the Central Council for local govt, and urban development and executive committee of the All India Council of Mayors held in New Delhi. From terrorist movement in free independent India to Communism in free India it has been a long way for Mrs. Chatterjee. She is the first woman Mayor in West Bengal. Being French Colony before independence Chandernagar Corporation besides looking after a museum French culture, also runs a French lenguage School.

From Chandernagar to Baroda in Gujarat the office of Mayor loses its power and is reduced to a mere ceremonial head. Mr. Jayanti Bhai R. Petel, Mayor of Baroda, having been a member of the Corporation for nearly 25 years felt that the problem of environmental pollution was growing in dimension to pose serious problems in the near future. Mr. Patel is proud of the fact that Baroda Corporation is the only one in the country supplying cooking ga to the 55000 consumers.

"A small civic body chief has all the powers. Municipal Presidents have com plete control while we have none. The Mayor should not be just a show boy".

The Bottom Line-You Can't Walk From

A Platform

The Piper Alpha disaster and the subsequent Cullen Report we e landmarks for offshore safety worldwide. Running through Cullen's 106 recommendations was the philosophy that the science of risk assessment requires every possible hazard to be anticipated, every unfortunate combination of adverse circumstances to be planned for, every "What if......?" question to be asked and answered.

Due to the compact design of offshore platforms, the oil and gas production facilities are in c.ose proximity to the service and accommodation areas. This demonds that the platform fire detection system must be fast, fully automatic and above all reliable. The bottom line is "You can't walk from a platform."
