He further revealed that about 5000 Soviet Tractors were in use in different corners of India and the Ghaziabad Engineering Co. Pvt. Ltd., by virtue of their being suppliers of these Traetors were doing a remarkable job in training the representatives of their dealers or of tractor owners in the maintenance, repair and operation of these tractors. In that venture of goodwill and prosperity they were assisted by a team of Soviet Technical experts.

Mr. R. L. Sharma General Manager of the Ghaziabad Engineering Co., congratulating the Principal of the Training School, Mr. E. P. Abraham and the trainees on the successful completion of the course, emphasizedthe utility of practical training. Mr. Sharma was confident that the Soviet Tractors, which were being distributed by the organisation throughout the Northern India, were definitely the best tractors that could ever be obtained and utilised by Indian farmers.

The Technical Training Centre of this organisation is manned by qualified engineers, who also underwent specialised training in Soviet Russia. Every detail of a tractor is

explained by these instructors to the trainees. with the help of cut-models of tractors and mechanical charts displayed in the training school. Besides practical work, stress is also laid upon chancing of theoritical knowledge of students.

and the superior authority must have power of correcting the errors and deviations of the executing authority. Figurehead Mayors have not been much use, and the sooner they go or are replaced by the ones who will have authority as well as responsibility, the better it will be.

India is a sufficiently large country to enable experimenting with different systems of local government adapted to the local situations and needs. Only by this kind of experiments can suitable systems of local government be evolved which will be suited to the genius of the people. There is at present far too much stagnation in the local government in the country, and stereotyped Corporations have become out-of-date.
