Speaking on a personal note, he made it clear that as Prime Minister he accepted the responsibility of the Government's mistakes, but so long as he enjoyed the love and confidence of the people he would not resign merely because a few hundred people clamoured for it, as was done in Calcutta the other day.

Referring to the recent byelections, Mr. Nehru said that out of 27 contests so far the Congress had won 20 seats. But opposition victories in a few constituencies had created an illusion among them that the whole history of India was undergoing changes.

More Statues For Calcutta

West Bengal Government's scheme for installation of a double life-size bronze statue of Netaji in a central place in Calcutta has been finalised. Sculptor Pradosh Das Gupta has been commissioned for the job Clad in the outfit of the Indian National Army, of which Netaji was the supreme commander, the leader will have his right arm raised in a call to the nation and the people," Delhi Chalo."

The Government has also accepted a model for a statue of Raja Ram Mohan Roy, made by the sculptor, Pramode Chatterjee. Talks are in progress with the noted sculptor, Debipras ad Roy Chowdhory, for a statue of Ravindranath Tagore, and models have been invited from different artists for a statue of Deshbandhu Chittranjan Das. These will be installed on the Maidan.

Sarat Chandra Memorial

A memorial to Sarat Chandra Chatterjee, the famous Bengali novelist, will be soon constructed on a plot of land in Sarat Chatterjee Park in Rash Behari Avenue, a favourite haunt of the author during his last years. It is planned to build a three-storeyed structure with an auditorium on the ground floor, a Sarat Museum and a reference library on Sarat literature, and accommodation for writers visiting Calcutta.

Cruising can even be banned if convenient taxi-stands can be set up. People would prefer to walk some distance to the stand to hailing cabs standing on the road in the rush hours.

More rigid tests for licensing have been urged by many as the solution for improving the quality of drivers. A minimum educational qualification of S.S.L.C. pass and a one-year course in a motor driving school, with training given as in Western countries, have been suggested as compulsory for drivers.

Perhaps, even before the traffic authorities can give effect to such suggestions, if thsee are feasible at all, employers in private and public sectors could insist on such high qualifications. This would perhaps improve traffic habits and standards.

Parking Problem

Another problem is parking. There are very few private parking spaces in the city,

compelling precious road space to be devoted for this purpose.

Buses have no te mir als and consequently they take up a gccd part of the roads, as at the Aminjikarai bus station where the socalled main ar cry of Madias, Pooramale High Read, itself not very wide, is further sliced by the row of buses halted here. There are plans for constructing tei mir als at important junctions in North Madras like Mint in a year or two. Bus depots are also being opened for right mainierance in some areas.

Parking space is another problem. "In New York city buildings were pulled down, and the owner of the area made more money by letting it out for parking cars than he could get in lodging houses," says the State Transport Minister. Businessmen could consider this idea and open parking spaces, as in the Dhun buildings on Mount Road.

installed in public car parks situated off the roads. Even the existing car parks, as at the Round Tana, should have parking meters to bring in revenue as well as to deter long halts by cars.

If, say, a two-year notice is given that parking would not be permitted in the busy areas of Mount Road from the Round Tana to Spencer's, businessmen and offices in the locality would, in the interest of their staff and clients, automatically take steps to acquire private space and construct car parks off the roads.

The broad expanse of Mount Road where the six-lane traffic system operates and Esplanade is cut down considerably due to these car parks. Parking on both sides of the roads should also be banned. To serve the interests of business houses on either side of the road, parking may be allowed on alternate sides on alternate days. Cars are often found parked near corners or turnings or road junctions. This is highly dangerous and should be effectively curbed.

41,000 Road Deaths In U.S.A.

The White House published on April 9 the report, which has been submitted to President Kennedy by the committee in charge of improving U. S. road traffic conditions, says AFP.

The report said that 1962 had been a disastrous year, with 41,000 road deaths, 1.5 million less seriously hurt, The committee said that the cost of the year's road accidents, aside from the question of human suffering, amounted to 7,000 million.

Nine Million Bicycles

Nine million bicycles were in use in India as on December 31 last year. Giving this information in a written answer the Minister of Industry said that this figure was arrived at on the basis of assessments made by the Development Council and the Tariff Com

mission.

Overburden Drilling Helps To Avert

Sinkhole Disasters

Atlas Copco have introduced a new technique for sub-soil and underwater drilling Overburden Drilling Method.

The Overburden Drilling Method help to avert sinkhole disasters. It has been successfully used at West Driefontein Gold Mine to establish whether any further sinkholes, such as that into which the, crushing plant disappeared in December last year, are likely

to occur.

One of these holes, drilled next to the massive bulk of the winding engine house was taken to 426 ft., overburden equipment to 96 ft. and deepened with standard 1 in. steels and 2 in. tungsten carbide tipped bits to the final depth.

On the conclusion of drilling operations, a 1 in. pipe was lowered through the overburden casings to the bottom of the hole after removing the standard steels. The overburden casings were then removed and replaced with 96 ft. of 2 in. pipe to collar the hole and so prevent the overburden from filling it. The bottom 15 ft. of 1 in. pipe was grouted in. This pipe projects about 15 in. above the surface and 9 in. above the 2 in. pipe. Should any sinkholes develop, the 1 in. pipe will be drawn into the hole through the 2 in. pipe by the subsidence, thus giving warning that the area should be evacuated.

The drillers at West Driefontein struck loose ground consisting of soil and boulders up to a depth of 95 ft. From 96 ft. to 125 ft. the drill penetrated damp wad, after which it passed into solid dolomite with numerous chert bands. At 400 ft. the drill was penetrating the rock at the rate of 12 in. a minute.

In the overburden drilling method the hole is drilled simultaneously with a 2 in. drill pipe and standard 1 in. round steels. The drill pipes are jointed together with external coupling sheaves, the first pipe down the hole having a 3 in. detachable ring bit. The 2 in. tungsten carbide bit of the leading steel projects one in. beyond the ring bit and acts as pilot. When bedrock is reached, both the ring bit and the gross bit on the leading steel are collared a few inches into the rock for the secure support of the
