Our Attorney General; Sir Simon Harcourt Knight: Our Sollicitor General; Sir John Cook Knight, Doctor of Laws, Our Advocate General; and Stephen Waller Doctor of Laws; Greeting, WHEREAS, The Kingdoms of England and Scotland, were first United in Allegiance and Loyal Subjection in the Perfon of Our Royal Great Grandfather, King James the First, fince which happy Conjunction, it hath been very much Endeavoured, that a nearer and more compleat Union might be fettled between both Kingdoms, and fome Progrefs towards the Attainment thereof was made, not only in the Time of Our faid late Royal Great Grandfather, but alfo in the Time of Our late Royal Uncle King Charles the Second. And Whereas. We, out of our Princely Zeal and Care for the Welfare and Happiness of Our Subjects, being alfo defirous of a nearer and more compleat Union between Our Two faid Kingdoms of England

and Scotland, did recommend to Our Parliament of England from the Throne. to confider of proper Methods for obtaining the fame. And whereas, In Our Parliament held at Westminster the Third and Fourth Years of Our Reign, an A&t pafs'd, Intituled, An A&t for the Effectual Securing the Kingdom of England, from the apparent Dangers that may arise from feverals Acts pafs'd in the Kingdom of Scotland: In and by which Act of Parliament, it was Enacted, That fuch Perfons as fhould be Nominated by Us, under Our Great Seal of England, or fuch, and fo many of them as fhould in that behalf be appointed by Us to be of the Quorum, fhould by Force of the fame Act, have full Power, Commiffion and Authority, at fuch Time and Times, and in fuch Place or Places as We should Pleafe to Appoint to Affemble and Meet; and thereupon to Treat and Confult, according to the Tenor or Purport of their Authority or Commiffion in that bebalf, with certain Commiffioners as should be Authorized by Authority of the Parliament of Scotland, of, and concerning fuch an Union of the faid Kingdoms of England and Scotland, and of and concerning fuch other Matters, Claufes, and Things, as upon mature Deliberation of the - greatest part of the faid Commiffioners Affembled as aforefaid, and the Commiffioners to be Authorized by the Parliament of Scotland, according to the Tenor and Purport of their Commiffion in that behalf, fhould, in their Wifdoms think Convenient and Neceffary for Our Honour, and the Common Good of both our faid Kingdoms for ever: And that the Commiffioners of both Our faid Kingdoms fhould, according to the Tenor or Purport of their faid Authority and Commiffions in that behalf, Reduce their Doings and Proceedings therein into Writings or Inftruments Quadrupartite, every Part to be Subfcrib'd and Seal'd by them, to the end, that one part thereof, may in all Humblenefs be prefented to Us, two other parts thereof to be Offered to the Confideration of the Parliament for the Realm of England, and another part thereof to be Offered to the Confideration of the Parliament for the Realm of Scotland, at their next Seffions, which should be held in each Kingdom refpectively, after fuch Writings or Inftruments should be Subfcrib'd and Seal'd by the A a 2

faid Commiffioners, that thereupon fuch further Proceedings might be had, as We, and both the faid Par liaments, fhould think Fit and Neceffary, for the Weal and Common Good of both the faid Kingdoms, to whom the entire Confideration of the whole, and the Allowing or Difllowing of the whole, or any part thereof, as they fhall think fit, is wholly Referv'd, as in and by the faid Act, Relation being thereunto had, may more at large appear. And whereas, in the Fourth Year of Our Reign, an Act was made and pafs'd in Our Parliament of Our Kingdom of Scotland, for Enabling Us, to Appoint Commiffioners to Treat with Commiffioners for Our Kingdom of England, of, and concerning an Union of the faid Kingdoms; NOW KNOW YE, That We Repofing efpecial Truft and Confidence in your Fidelity, Ability, Prudence, Industry, Diligence, and Circumfpection, have Nominated, Conftituted and Appointed, and by thefe Prefents do Nominate, Conftitute and Appoint you the faid Thomas Archbishop of Canterbury, William Cowper, John Archbishop of York, Sidney Lord Godolphin, Thomas Earl of Pembroke and Montgomery, John Duke of Newcastle, William Duke of Devonshire, Charles Duke of Somerset, Charles Duke of Bolton, Charles Earl of Sunderland, Evelin Earl of Kingston, Charles Earl of Carlisle, Edward Earl of Orford, Charles Viscount Townsend, Thomas Lord Wharton, Ralph Lord Grey, John Lord Powlett, John Lord Sommers, Charles Lord Hallifax, John Smith, William Marquis of Hartington, John Marquis of Granby, Sir Charles Hedges, Robert Harley, Henry Boyle, Sir John Holt, Sir Thomas Trevor, Sir Edward Northey, Sir Symon Harcourt, Sir John Cook, and Stephen Waller, to be Commiflioners for the Kingdom of England, this behalf, Giving unto you, any Seven or more of you, full Power and Authority to Affemble and Meet with the Commiflioners Authoriz'd, or to be Authoriz'd by Us, pursuant to the faid Act made in Our Parliament of Scotland, or fo many of them as fhall be a Quorum, at Our Council Chamber at the Cock-pir, Whitehall, upon Tuesday the 16th Day of April inftant; and then and there to Treat and Confolt with them, of, and concerning fuch an Union of the faid Kingdoms of England and Scotland; and of, and concerning fuch other Matters, Claufes and Things, as

you, and the Commiffioners Authoriz'd, or to be Authoriz'd, as aforefaid, or the major part of you. and them Affembled, fhall, upon mature Deliberation think Convenient and Neceflary for Our Ho nour, and the Common Good of both Our faid Kingdoms for ever; and from Time to Time, with, or without Adjournments, to Affemble and Meet at the Place aforefaid, or at fuch other Place or Places, as the Major part of you, and them Affembled, fhall think fit; and to proceed in all, and every the Matters herein before mention'd, Committed to your Care, according to your best Difcretions. And you are to take Care, that all your Doings and Proceed. ings in and about the Premiffes, with the Commi(fioners Authoriz'd, or to be Authoriz'd, as aforefaid, be reduc'd into Writings or Inftruments Quadrupartite, and that every part thereof be Subfcrib'd and Seal'd by you and them, and be prefented unto us, and the Parliament of both Kingdoms, in fuch Manner and Form, as in, and by the faid Act first mention'd, is enjoin'd and requir'd. In Witness whereof we have caus'd thefe our Letters to be made Partents. Witness Ourfelf at Westminster, the 10th day. of April, in the Fifth Year of Our Reign.
