A new British fire-fighting machine-called the high-speed foam generator-has filled this dockside shed with 6 ft. of smothering foam, during a demonstration by Glasgow firemen. Assistant Chief Firemaster John Watt wades through the sea of foam, demonstrating that it is quite harmless to human beings. The generator can produce 31,150 gallons of foam a minute. Its petrol engine drives a fan drawing in a mixture of water and liquid detergent. The mixture is then passed through a fine nylon mesh, emerging as a flow of white bubbles, which is passed through canvas tubes to the fire. The foam is best suited to fire-fighting in confined spaces, in basements and ships' holds. A direct jet of water might be blocked by pillars or packing cares, but the foam flows. found obstacles and covers the whole area. When it subsides, it leaves almost no water damage to property.

Establishment Schemes

Each fire authority is required to draw up a scheme showing the establishment of officers and other ranks (both whole-time and part-time), the number and location of fire stations and the number and type of appliances considered necessary for the provision of an all-over cover of its area. Establishments vary considerably according to the fire risks in the area concerned and are not always up to strength, but in the whole of England and Wales there are about 23,700 whole-time and 16,800 part-time firemen, operating more than 3,500 fire-fighting appliances (including pumps, turntable ladders, water tenders, and emergency and salvage tenders) housed in some 1,600 fire stations. In Scotland there are approximately 2,800 whole-time and 2,600 part-time firemen, 560 fire-fighting appliances, and 320 fire stations.

It is the duty of each fire authority to buy such vehicles and equipment as are required. Equipment is standardised, and appliances are bought by fire authorities to specifications which ensure that essential standards are maintained and yet allow sufficient freedom of design to meet local requirements.

In India, important Pioneering Work using Sand-Bitumen Mixes, in cooperation with Burmah-shell, has been done in the construction of Desert Roads in Border Areas of Rajasthan and punjab.

The Plant used was the Millars' Model "EE" Twin Shaft Paddle Mixer 10/12 Cu. Ft. mixed batch capacity, specially designed to mix a batch of fine sand and bitumen, giving a perfect homogeneous mix in less than a minute. The Mixer is equipped with Loading Skip and Hoisting and Hoisting Gear. The Paddle Shafts fitted with hard wearing Arms and Tips are specially set and are rotated in harmcoy and correct speeds, bearing in mind that wear is greater when dealing with Cold or Wet Mix, as different from Hot Mix. Output: 300 to 350 Cu. Ft. hourly.

Un Seminar On Urban Problems

Ways of coping with urban problems, such as the overcrowded shanty towns that fringe many cities, will be examined at a United Nations seminar to be held between 24 October-7 November in Pittsburgh, Pennsylvania (United States).

Participants from 26 developing countries in Africa, Asia, Europe and the Western Hemisphere are expected to attend the twoweek Inter-Regional Seminar on Development Policies and Planning in Relation to Urbanization. It will be the first United

Nations seminar held in the United States

outside UN Headquarters and also will be the first inter-regional seminar or urban problems and policies organized under United Nations auspices.

The seminar will emphasize comprehensive policies for dealing with over-all aspects and implications of urban growth and will bring together sociologists, engineers, admieconomists, architects, town planners and other specialists involved in the urbanization process who normally have little opportunity to exchange ideas on the scope of each other's problems.

Field trips, including a study tour of Pittsburgh urban developments will supplement the formal sessions and, since the opening of the seminar coincides with United Nations Day, the United Nations Association in Pittsburgh has arranged a special observance.

The Inter-Regional Seminar in Pittsburgh, which follows a series of United Nations regional seminars on urbanization (1959), Addis Ababa (1962) and Warsaw problems held in Bangkok (1956), Santiago (1962), is part of the over-all work program

Participants have been nominated by Governments of the following 26 countries: Brazil, Ceylon, Chile, China, Colombia, Ghana, India, Iraq, Israel, Japan, Kenya, Malaysia, Mexico, Nigeria, Pakistan, Peru, Senegal, Singapore, Spain, Trinidad and Tobago, Tunisia, Turkey, Uganda, United Arab Republic, Venezuela and Yugoslavia.

Besides discussing possibilities for combating shanty towns through resettlement, rehabilitation and prevention, the seminar will examine the relation of urban population growth and physical growth to economic and social development. It will also consider
