which he proposed to transmit to Congress, asking that he
be authorized, in his discretion, to pay $400,000,000 to the
Rebel States for emancipation, peace, and the ratification
of the Thirteenth Amendment; also stating that the Cabinet
unanimously disapproved the project, and Mr. Lincoln did
