compelling the authorities to provide street lighting with HPMV lamps on many other roads. By and by Delhi acquired important commercial and official status with the result that the habits of its people also changed tremendously.

This changed habits of the people living in posh houses and coming out in the evening hours for their visits to distant places challenged the old system of street lighting. Challenge Met

Our Undertaking and Corporation accpeted the said challenge and immediately we took over the replacement of missing and broken lamps (HPMV) fittings with tubular fittings of suitable wattage on the main roads and provided sufficient street lighting on the main roads. Considering the need of having modern street lighting system our Corporation and all other official agencies of Delhi like DDA &

CPWD placed approximately a sum of Rs. One Crore at our disposal within the last three years. The result is that today in whole of Delhi not only on main roads and lanes we have tubular fittings but even in norrow lanes and bye-lanes of old Delhi we have the same. With the provision of this big amount today we have more than one lakh street lighting points in urban area of Delhi city including about 35,000 points of tubular fittings, 5000 of HPMV lamps and rest are either of 60 watts or 100 watts lamps.

I will never concede that there will ever be a saturation point for the improvement of street lighting in any city of the world and we have to improve according to the changing conditions of the inhabitants of the respective cities. lighting on the main roads we have to consider the intensity of the traffic moving about during evening hours. Along with this we have to choose out the best type of the fittings with proper hang over on the poles at proper distance so that there should be sufficient bright light on the surface of the road.

For the residential areas we have to forget the factor of providing a very bright light as on the main roads but we have to consider a proper lighting arrangement having a consideration for the safe living of the people and light which should not disturb the people living around our

light points during night hours. So the design and type of the fittings vary from one place to other.

Maintenance

The provision of modern street lighting had also created some difficulties for its maintenance in the beginning. As the staff which used to maintain the street lighting of ordinary lamps still continue to be in service and we have to train them for these modern fittings and also infuse a spirit of self-devotion that the present day street lighting has become part and parcel of one's life.

Electricity was introduced to the citizens of Delhi about 67 years back when in 1905 M/s John Fleming & Co. were given a licence to produce electricity in Delhi by installing a diesel operated small plant at Lahori Gate. At that time the use of electricity in Delhi was very limited. As people of Delhi became aware of the blessings of electricity, more and more people started availing of it.

With the passage of time the work of generation and distribution of electricity was entrusted to the D. E. S. U. (Municipal Corporation of Delhi) on the 7th April, 1958. The aim of D. E. S. U. (M. C. D.) is to provide electricity in an efficient manner and at a cheaper rate to every corner of the Union Territory of Delhi. At present D. E. S. U. can boast of providing electricity to every citizen of Delhi according to his/her requirement. Keeping in view the future requirements of Delhi, steps have been taken to augment the power supply by generating it not only in its own power houses and setting up more power stations but by obtaining it from the Bhakra & Nangal System also. The Govt. of India is setting up power generating sets of the capacity of 300 M. W. When they are commissioned, Delhi would also be one of the beneficiaries.

The Delhi Electric Supply Undertaking (MCD) has not only been producing electricity and distributing it to the citizens of Delhi, but it has been providing electricity to Haryana State as well as to New Delhi Municipal Committee also. It has also been providing street lighting on the various roads and have been maintaining it in an efficient manner.

With a view to further its aim of providing electricity at cheaper rates in an efficient manner, the Delhi Electric Supply Undertaking has decided to have an A. C. System allowed. The existing D. C. connections are being converted into A. C. free of cost and also by giving incentives to the

consumers in the form of rebate on electricity connection bills.

For the facility of the consumers the D. E. S. U. has provided 8 District Offices and about 20 Cash Collection Centres.

Four mobile cash vans are also sent to the far flunged areas for the collection of electric bills. Complaint offices have also been provided to attend to the complaints of the consumers in every colony.

History of Mechanisation System:

Prior to the introduction of mechanisation system of receipt classification by the I. C. L. in the Undertaking, this work was being done manually as at that time the number of electric connections was not very large. In the year 1959 when the number of connections rose to a figure of above one lakh, it was given thought if the receipt classification work be mechanised. It was decided in 1960 to hire the machines from M/s I. C. L. and put the scheme into operation. Since, however, M/s I. C. L. could not supply the equipment immediately, they started the work in their own service Bureau pending installation of the machines in this office. The old reconditioned 36 column machines were ultimately installed in this office in August 1962 to cater to the work load of one lakh twenty

thousand connections (excluding connections of District. III of D. E. S. U.).

With the increase in the number of electric connections in 1965 from two to three lakhs (including the connections of District, III), M/s I. C. L. suggested for the replacement of the 36 col. equipment with 80 col. equipment. The 80 col.

equipment was put into operation on 1st December, 1966 and is still continuing.

Although M/s I. C. L. had advised for the installation of more machines but due to the change in the policy of the Undertaking with regard to the billing of connections from monthly system to that of once
