Nearly all descriptions of American political institutions seem to me to have partaken something of the character Of these Utopian dreams. The conception of a political philosophy as peculiar to the inhabitants of this country, and providentially designed for them in advance, has not been confined to any particular party or parties, school or schools, or to the residents of any one part of the country more than to those of another part. All American publi cists may be seen, more or less plainly, endeavoring to prove the existence of matter of political fact in this country by arguing that such or such a state of things ought to be the existing fact in this country.
