and forfeiting to the Government all goods held under such agreements.

"An Act to Punish the unlawful breaking of seals of railroad cars containing interstate or foreign shipments, the unlawful entering of such cars, the stealing of freight and express packages or baggage or articles in process of transportation in interstate shipment, and the felonious transportation of such freight or express package or baggage or articles therefrom into another district of the United States, and the felonious possession or reception of the same.

"An Act relating to proof of signatures and handwriting." This act makes admissible in evidence in the courts of the United States the genuine signature of any person as for comparison by witness or by the jury or court.

"An Act Divesting intoxicating liquors of their interstate character in certain cases."

This act was passed over the President's veto, and will be of great service in enforcing prohibition laws of the country.

"An Act To amend section thirty one hundred and eighty six of the Revised Statutes of the United States."

This Act gives the Government of the United States a lien against the property of persons who fail or neglect to pay their taxes after demand. The lien taking effect from the time the assessment list is received by the Collector.

"An Act Providing for publicity in taking evidence under Act of July second, eighteen hundred and ninety."

"An Act Restricting the issuance of interlocutory injunctions to suspend the enforcement of the statute of a State or of an order made by an administrative board or commission created by and acting under the statute of a State."

This act is amendatory of an act of March 3, 1911. It extends the former act so as to prevent the issuance of injunctions by United States Judges against orders made by an administrative board or commission created by and acting under the State Statutes. It suspends action in the Federal Courts where a State court has acquired jurisdiction and has stayed proceedings in the premises.

LEGISLATURES OF THE SEVERAL

STATES.

Since the last meeting of the Association, the Legislatures of the hereinafter named States have enacted, among others, the following laws:

NEW JERSEY:

An Act requiring employers to report to the Department of Labor all accidents resulting in injury to their employes.

An act prohibiting insurance companies and beneficial associations from falsely advertising the ownership of assets of such companies or associations, not actually owned by them, or from advertising the ownership of assets subject to the payment of losses not in their possession.

An Act regulating the judicial practice and procedure, providing that non-joinder or mis-joinder of parties will not defeat recovery, permitting plaintiffs to join different causes of action; providing for summary judgments against certain officers; regulating bills of exceptions; abolishing writs of error in civil cases, and substituting appeals therefor; providing that judgments shall not be reversed and new trials granted on misdirection or improper admission or exclusion of evidence, or for error as a matter of pleading or procedure unless after examination of the whole case it shall appear that the error injuriously affected the substantial rights of the parties.

An act regulating the hours of work for women.

An act for the protection of children during the hours of work and prohibiting the sale of liquors and cigarettes to minors. An act providing for the commission form of government in

cities.

An act for the working of convicts on public roads.

An act requiring casualty companies to report accidents to labor bureau.

An act prohibiting insurance companies from giving rebates. and requiring the use of standard fire policies.

An act requiring disclosures as to expenditures of candidates for public office.

An Act requiring additonal inspection, ventilation, and report of accidents in work shops and requiring safeguards to prevent accidents.

SOUTH CAROLINA:

An act requiring capital punishment to be inflicted by elec

trocution.

An act forbidding employment in factories of children under certain ages, and providing for destitute and delinquent child

ren.

An act requiring convicts to be worked on the public roads. An act requiring corporations to pay laborers up to the date of their discharge, and penalizing a failure.

An act providing for precedure in cases where corporations violate the criminal law.

An act requiring employers of females in mercantile establishments to provide seats for them.

ILLINOIS:

An act creating a board to regulate the employment of factory inspectors and employment agencies.

An act to erect a monument to the memory of Abraham Lincoln.

An act creating training school for girls.

MICHIGAN:

An act making invalid agreements with employes to waive rights under employers liability act.

An act requiring employers to report as to conditions obtaining and accidents occurring.

A workmen's compensation act.
Employers liability act extended.

An act creating an accident board.

An act proposing an amendment to the Constitution conferring upon women the right of suffrage.

An act requiring delegates to a presidential convention to be elected by primaries.

KENTUCKY:

An act enforcing school attendance upon dependent and neglected children.

An act creating home for Confederate soldiers and providing pensions for Confederate veterans and widows.

An act regulating telephone companies, casualty and insurance companies.

An act prohibiting public drinking cups.

An act prohibiting the introduction in evidence of the confessions of defendants procured by unfair means or improper means, and use of the third degree prohibited.

An act creating forestry and conservation commission.

An act to safeguard working females under certain conditions.

An act allowing husband and wife to testify against each other in divorce cases.

An act creating a board with powers to treat and prevent tuberculosis.

An act making appropriations to secure the birth place of and to erect a monument to the memory of Jefferson Davis.

An act providing for the parole of State prisoners.

An act to provide for and define the duties of a prison commission.

WISCONSIN:

An act providing for commission form of government in certain cities.

LOUISIANA:

A corrupt practice act.

NEW MEXICO:

This is the first Legislature of this State.

An act to prevent abduction.

An act requiring railroads and mining corporations to safeguard employes.

An act requiring alcohol and narcotics to be studied in public schools.

An act regulating corporations.

An act establishing a loan commission.

An act creating corporation commission with power to regulate corporations.

Act to regulate and protect miners.

An act regulating negotiable instruments.

An act requiring public notice before franchises are granted to public utility corporations.

MARYLAND:

An act creating Bureau of Emigration.

An act preventing the rebate of premiums by life insurance companies. Rule in Shelley's case abolished.

An act providing hours of labor for women.

NEW YORK:

An act proposing an amendment to the Constitution establishing a workmen's compensation act.

Acts regulating banking, insurance and trust companies.

SOUTH DAKOTA:

An act regulating negotiable instruments.
