causes obstruction. The roadside environment is polluted because of accumulation of garbage and stinking open drains which are not cleaned regularly. According to a study, slow moving traffic in Lucknow and other big towns in the State constitute upto 90 per cent of the total. The roads which had been planned in earlier days for slow-moving vehicles are now catering to both fast and slow traffic. Such a mixture is mainly responsible for the near chao ic conditions on the roads of all important towns. In planning the system of transportation efforts are being made within limitations, particularly financial, to give weightage to factors like traffic intensity, traffic composition land use on both sides of roads, encroachments, bottlenecks etc. according to official sources. The State Government, besides exempting the local bodies from payment of loans totalling Rs. 200 crores because of their weak financial position, has sanctioned Rs. 1 crore to various Nagar Mahapalikas, Nagarpalikas and the Ghaziabad Development Authority for the repair and reconstruction of roads damaged due to floods and excess rain during 1983 out of the aid given by the Government of India for the purpose in the current financial year.
