and Virar towns on the Western Railway according to a Times of India Report of December 31. Estimated at not less than Rs. 20 000 these tenaments are creating lot of problems. The situation is attributed to the inaction and equivocal policies followed by the cuthorities. It is generally felt that the more the government talks of de-congestion and dispersal of residential and industrial units its action results in more and more congestion and unauthorised activities. The result is that those in need of accommodation and built up space for business activities get little satisfaction at great risk and the builders make huge profits.

There are glaring instances of inaction on the part of the government. For example the state government has announced its intention to extend the limits of the Vasai Municipal Council but no final decision has been taken in this regard. In fact the authorities are preparing for the elections to the Vasai Municipal Council by managing the old limits. Most of the area is under the jurisdiction of the BMRDA but the higher authorities seem to be unconcerned with this. The same is the case with the government's intention to form a Municipal Council for Bhayandav by including some village area. No decision is as yet coming forth for this proposal.

UTTAR PRADESH

Report on Ganga Barrage

The Kanpur Ganga Barrage survey report by S. P. Sen Committee set up by Prime Minister, Mrs. Indira Gandhi will be submitted to the U. P. Govt. on December 15. The report will be sent to the Central Water Commission New Delhi for final approval. It has been calculated that the cost of the proposed barrage will be more than Rs. 52 Crs.

K. D. A. Limits

The state govt. by a notification has announced the setting up of UnnaoShuklaganj Authority says a report of December 14. According to a notification

the limits of the Kanpur Development Authority which had extended up to the canal area near Unnao will now be reduced to the main stream of Ganga totally ignoring the Shuklaganj area which is situated on the left bank.

The govt. has also redefined the KDA limits towards South West and West and as included in it 48 new villages of the Kanpur Dehat which were also not within Corporation limit. The area includes 8 kilometers beyond the limit of Kanpur Municipal Corporation.

water was being discharged into the Ganga near Jajmau and was thus causing acute pollution. The new proposal intends to divide the city into two parts. The drainage and sewage from the southern part of the city including Kidwainagar and Govind Nagar areas would be discharged into the Pandu river, while another channel would discharge it into the said pond.

Shortage in Allahabad

"The Jal Sansthan is another name for 'in-efficiency'. Its work over the past few years has been managed so badly that even those who live on the ground floor clamour for water supply during the peak hours. Those living on the first and second floors face even a worst plight", according to the Times of India report of December 30.

Equipment to Beat the Menace of Fire

In the field of accidents, fire probably poses the greatest single threat to life and property, and in recent years it has become the subject of increasingly complex legislation in many countries.

In Britain manufacturers have produced an increasingly efficient and widespread array of equipment for the prevention and detection of fires.

Of especial interest is a portable fire safety and communication system called the PFC 3000, which has been designed developed and manufactured by Tann Sychronome (1) to the rigid Ministry of Defence Standard 05-24.

The system was developed for use in shipyards where large vesels are undergoing refitting over periods of two three years and have had all their standard communication systems removed. Often there are 200 to 300 men working on

Rs. 90 lakh Atala Drinking Water Supply Scheme under which 42 kilometers of underground pipe line were laid was complete in June for the benefit of one lakh people. This scheme is yet to be taken over by the Jal Sansthan.

The Ministry of Defence requirement also calls for complete standardisation of systems to ensure common usage and complete familiarisation with safety equipments in all shipyards.

Each PFC 300 system comprises a master control unit, junction boxes, individual Zone alarm units and a power supply all items being inter-connected by quick release type plugs and sockets using multi-core flexible cables. Broadcast Facility

The master control unit includes a general broadcast facility to each of the individual zone units and a general alarm facility to evacuate all areas of alarm zones. Individual two way inter commucation is possible between each zone unit and the master control panel. From the master control unit 24 zones can be covered with up to six further zone units to cover sub-zone areas.

Extensive use is made of modular construction and the master unit fully meets the requirements of British Standard 3116 Part 4. Full monitoring of all essential circuits to the fire and power supply lines is standard as is the silence control and reset controls. It is possible to link two master units together to cover 48 Zones of the fire alarms.
