Report of Committee on Admissions

Your Committee on Admissions, in accordance with the provisions of Section 4 of the constitution, respectfully reports to you, the following applications for membership in the Associa

tion:

Your Committee hereby nominates each of the foregoing named gentlemen for membership in the Association, and begs to transmit herewith the formal application in writing of each of the above named members of the Bar, which applications are in conformity with the requirements of the said Section 4 of the constitution.

On motion of Mr. J. W. Vandervort, duly seconded, it was ordered that the Secretary cast the vote of the Association for the applicants named in the report of the Committee on Admissions. The Secretary thereupon. cast the ballot of the Association and the applicants named were declared duly elected members of the Association.

The President then appointed the following Committee on Nominations:

REPORT OF THE SECRETARY

To the West Virginia Bar Association:

July 16th, 1913.

Report of the proceedings of our last meeting, held at Grafton, W. Va., in July, 1912, was printed and distributed to all members of the Association, and to certain State Bar Associations and legal papers and libraries of the United States which are on our mailing list.

The paper of Judge John W. Mason on the subject of Divorce, by instruction of this Association, was printed in pamphlet form and a copy of the same sent by your secretary to each member of the Legislature of West Virginia, session of 1913.

During the term of office of your secretary, there has accumulated in his hands the following books:

MR. W. D. PAYNE: Referring to the report of the Secretary and his reference to the books which have accumulated in his office, I understand that records of this kind are constantly accumulating, and that this Association has not provided a place for their keeping. I do not know whether it is necessary for a by-law, but if there be a proper time for that, I would like to suggest for the consideration of the Association that a by-law be adopted, providing for permanent office of the Secretary in one of the cities of the state, where all such records could be stored and kept.

MR. HOWARD N. OGDEN: I was about to suggest that the Association need hardly go to the expense for having an office and depository or person to take care of these reports, but that we could designate the Law Library at the University as the place for depositing all these surplus reports.

MR. J. W. VANDERVORT: To expedite this matter I move that the Secretary be instructed to dispose of these books as he thinks best.

SECRETARY MCCAMIC: My idea is that the books ought to be deposited in the State Law Library at Charleston. The books are of value, but they should not be in my office.

MR. J. W. VANDERVORT: I suppose if we gave you the authority, you could then act on your own discretion.

SECRETARY MCCAMIC: Yes, but I would rather have the Association designate the place of deposit.

PRESIDENT MATHEWS: If there is no objection the report of the Secretary at this time will be received and filed. The other matters can come up at any time.

MR. N. C. HUBBARD: I move that the request of the Secretary be referred to the Executive Council with power to act. The motion was seconded, put and carried.

REPORT OF THE TREASURER

West Virginia Bar Association:

July 16, 1913.

Gentlemen: The balance in the Treasury carried over from last year was $2,259.30. The receipts for the year since the last report of the Treasurer from all sources aggregates $1,771.99, making a total of $4,031.29..

The disbursements for the year aggregate $1,880.70, leaving a balance in the Treasury of $2,150.59. A statement showing all items of receipts and expenditures is attached hereto. Vouchers for the disbursements are also submitted.

The report required by Article 23 of the Constitution of those members who have failed to pay annual dues for upward of two years is also attached hereto, and their names have been dropped from the membership roll.
